Brazil: Judge Restores Authorization License of Suspended Betting Houses
Brazil – April 15, 2025 – www.zonadeazar.com This Saturday, April 12, Anderson Santos da Silva, federal judge of the 2nd Court of the Federal Justice of the Federal District, suspended the effects of Ordinance SPA/MF No. 787/2025, which had suspended the authorization of Pixbet Soluções Tecnológicas Ltda (responsible for the operation of Pixbet, FlaBet, and Bet da Sorte), Caixa Loterias S.A (responsible for Betcaixa, Megabet, and Bet do Milhão), TQJ-Participações Societárias S.A (Baú Bingo, Tele Sena Bet, and Bet do Milhão), and 7MBR LTDA (Cbet).
The suspension was lifted through a writ of mandamus filed by Pixbet, which aimed at the immediate reestablishment of the provisional authorization to operate fixed-odds betting.
Why were the operators suspended?
According to the ordinance published in the Official Gazette of the Union on Friday, April 11, the temporary suspension (for up to 90 days) was due to the non-submission of the “technical certificates and betting systems” required for legal operation in the country.
According to Pixbet, three of the four required technical certificates were submitted in February, while the last one, concerning the integration of the platform with payment systems, was filed on April 10, just before the officialization of the suspension — but outside the deadline established by the Secretariat of Prizes and Betting.
Injunction granted less than 24 hours after the suspension
Federal Judge Anderson Santos da Silva stated in his ruling that the purpose of the ministerial ordinance is to ensure technical safety in operations, not to impose disproportionate penalties for delays. Silva also considered the immediate economic impact that the suspension would have on the sponsorship contract with Flamengo.
According to the judge, “the arbitrary measure causes serious reputational and economic damage, especially due to the sponsorship contract signed with the Flamengo football club, estimated at R$ 470 million through 2027, considering that an official match is scheduled for 04/12/2025 [against Grêmio, held this Sunday], and holding the event without displaying the brand may compromise contractual obligations and cause adverse economic effects.”
With the reinstatement of Pixbet’s authorization license, Flamengo was able to play the match against Grêmio, valid for the third round of the Brazilian championship, with the sponsorship of Flabet, one of the brands operated by the sports betting and online gaming company.
