Flutter’s Junglee Games Loses Legal Challenge in India

India.- 29 October 2026 | www.zonadeazar.com India’s Supreme Court has dismissed review petitions filed by Flutter Entertainment-owned Junglee Games and other online gaming operators, upholding state-level restrictions on skill-based games played for money.

The ruling concerns legal disputes involving Tamil Nadu and Karnataka, two Indian states that introduced restrictions on certain forms of online gambling in 2021.

The order, dated 15 October 2026 and made public on 26 October, represents another legal setback for companies challenging the application of gambling prohibitions to skill-based games such as rummy.

Supreme Court Dismisses Review Petitions

India’s highest court has rejected applications for judicial review submitted by Junglee Games and other gaming businesses.

The petitions sought reconsideration of the Court’s May 2026 decision, which upheld state-level restrictions on certain real-money online games.

By dismissing the latest applications, the Supreme Court has maintained its earlier position.

The decision reinforces the legal standing of the disputed state legislation.

Legal Dispute Dates Back to 2021

The controversy began in 2021, when Tamil Nadu and Karnataka introduced amendments to their respective betting and gambling laws.

The changes affected certain online gaming activities involving monetary stakes.

Junglee Games and other operators challenged the restrictions, arguing that skill-based games should be legally distinguished from games of chance.

The dispute particularly concerned products such as rummy, whose legal classification has been debated across different Indian jurisdictions.

State High Courts Initially Supported Operators

The gaming industry initially secured favourable judicial decisions.

In August 2021, the Madras High Court struck down the disputed Tamil Nadu amendments.

In February 2022, the Karnataka High Court also invalidated provisions restricting certain forms of online gaming.

Both rulings broadly supported the operators’ arguments concerning the distinction between games of skill and games of chance.

However, the state governments subsequently challenged those decisions before the Supreme Court.

Supreme Court Overturned Earlier Rulings in May

Tamil Nadu appealed the Madras High Court decision in December 2021, while Karnataka submitted its appeal in May 2022.

Following several years of litigation, the Supreme Court ruled on both cases in May 2026.

It overturned the earlier High Court decisions and upheld the disputed state legislation.

Junglee Games and other businesses subsequently submitted review petitions seeking reconsideration of that judgement.

The October decision leaves the outcome of the May ruling unchanged.

Nationwide Ban Transformed India’s Market

The state-level disputes developed alongside a broader transformation of India’s online gaming regulatory framework.

In August 2025, India enacted national legislation regulating the sector and prohibiting real-money online gaming.

The new framework came into force on 1 May 2026.

The restrictions affected games involving monetary stakes, whether based on skill or chance.

As a result, numerous operators were required to change their business models, suspend activities or withdraw from the market.

Flutter Withdraws Junglee Games From India

Flutter Entertainment acquired a 51% majority stake in Junglee Games in 2021.

Founded in 2012 by Ankush Gera, Junglee became one of India’s largest providers of rummy games.

At its peak, the business had a player base of approximately 120 million people.

However, the introduction of nationwide restrictions on real-money gaming significantly changed its operating environment.

Following the federal ban, Flutter withdrew the Junglee Games brand from the Indian market.

Legal Distinction Between Skill and Chance

A central legal question concerned the distinction between games determined predominantly by player skill and those primarily dependent on chance.

Operators argued that products such as rummy should not face the same restrictions as conventional gambling activities.

This interpretation had initially been supported by the High Courts in Tamil Nadu and Karnataka.

However, the Supreme Court’s subsequent judgement changed the outcome of the disputes concerning the state laws.

The October ruling confirms that the review petitions were unsuccessful in reversing that decision.

Flutter Maintains Technology Operations in India

Although Junglee Games has withdrawn from India’s real-money gaming market, Flutter Entertainment continues to maintain corporate operations in the country.

The group operates a Global Capability Centre in Hyderabad, employing more than 1,000 people.

The centre provides support across several areas:

  • Technology and software development.
  • Finance.
  • Data analysis and management.
  • Corporate services for the group’s international brands.

Businesses supported by the facility include FanDuel, PokerStars, Betfair and Sky Betting & Gaming.

The centre’s continued operations demonstrate that Junglee’s withdrawal did not result in Flutter completely exiting India.

Industry Impact and Next Steps

The dismissal of Junglee Games’ review petitions represents another development in the transformation of India’s online gaming market.

The decision maintains the disputed state restrictions alongside the broader national framework prohibiting real-money online gaming.

For Flutter, the ruling follows the commercial withdrawal of Junglee Games, although the group retains significant technology and support operations in Hyderabad.

The Supreme Court order, dated 15 October and published on 26 October 2026, confirms that Junglee Games has failed to overturn the rulings upholding online gaming restrictions in Tamil Nadu and Karnataka.
