Brazil: Association Proposes Government Migration of Bets to Apps

Brazil – April 9, 2025 www.zonadeazar.com The Brazilian Association of Bets and Fantasy Sports (ABFS) has requested that the Secretariat of Prizes and Betting, linked to the Ministry of Finance, implement a plan to integrate legalized betting into mobile applications.
In addition to simplifying access to betting and enabling more efficient spending control, companies emphasize that apps can help combat the illegal market.
A document sent to the Ministry of Finance details how apps make it more difficult to operate “mirror sites”—blocked platforms that function on alternative domains to bypass restrictions.
Betting Security and Trust in Apps The document states:
“By allowing licensed operators to offer their apps in official stores like Google Play and Apple Store, a clear distinction is created between legal and illegal services. Users can trust the legitimacy of available apps, as stores require proof of licensing.”
However, ABFS highlights that the major companies responsible for app stores have not yet adapted their policies to facilitate the entry of these betting applications in Brazil.
Growth of the Mobile Market
The association notes that the use of mobile devices for betting is a growing global trend. Currently, more than 70% of global online betting revenue comes from mobile phones and tablets, marking a significant increase of 20 percentage points since 2020.
By improving regulation and promoting betting applications, ABFS believes that Brazil can make significant progress in controlling and legalizing this market.
