Flávio Bolsonaro Proposes Betting Restriction Already in Force

However, the restriction he presented as a policy proposal is already in place within Brazil’s regulated betting market.
Beneficiaries of programmes including Bolsa Família and the Benefício de Prestação Continuada (BPC) are already prevented from gambling through federally authorised platforms.
Restriction Already Implemented
Brazil’s Government has introduced mechanisms preventing certain social-benefit recipients from participating in fixed-odds betting.
Licensed operators are required to check official databases and block accounts linked to individuals included within the restricted groups.
The measure forms part of policies developed by the Ministry of Finance to strengthen financial protection for people considered socially vulnerable.
Millions of Accounts Blocked
The Government recently reported that approximately five million accounts are blocked across regulated betting platforms.
A significant proportion involves recipients of social programmes.
The total includes approximately:
- Three million social-benefit recipients, including Bolsa Família beneficiaries.
- 1.2 million users who voluntarily self-excluded.
- 800,000 participants in the Novo Desenrola programme, who are prohibited from betting for one year.
Flávio Bolsonaro’s Position
Flávio Bolsonaro presented the protection of funds intended for vulnerable families as one of the principles he intends to defend in the debate surrounding betting.
The senator argued that social-programme payments should support essential household needs rather than be spent on gambling.
