Zona de Azar Brasil – Brazil: Public Hearing This Friday (2/21) on the Development of the Regulatory Agenda

Brazil.- February 21, 2025 www.zonadeazar.com The Secretariat for Prizes and Betting of the Ministry of Finance (SPA-MF) will hold a virtual public hearing this Friday (2/21) to develop the Secretariat’s Regulatory Agenda for the 2025-2026 biennium. The online hearing will take place from 2:00 PM to 4:00 PM, led by the SPA’s General Coordinator of Regulation, Francisco Carvalheira.

Those interested in participating must register via an electronic form to receive the access link to the online hearing via email. This debate is part of the public consultation process, which began on February 10 and will continue until March 27. The goal is to provide a platform for input from the public, industry companies, bettors, professionals, and all interested parties.

This is the first public hearing held by SPA, which will mark its first anniversary on the same day, February 21. The Secretariat was created by decree on January 31 and was officially launched three weeks later.

On April 4, the Regulatory Agenda will be published, outlining objectives for the last three quarters of 2025 and all quarters of 2026, incorporating the contributions gathered. In addition to betting regulations, other topics within the Secretariat’s scope are also included in the consultation agenda, such as the regulation of commercial promotions, the Exclusive Instant Lottery (Lotex), and popular savings collection.

At the launch of the public consultation, SPA presented its proposed Regulatory Agenda, which includes 14 topics. The first topic focuses on creating a national database of individuals prohibited from betting, including those legally restricted—such as athletes and public officials involved in market regulation—as well as individuals who have self-excluded from gambling.

“Regulation is cyclical and must be transparent and responsive. We constantly need to identify demands and develop solutions. To achieve this, it makes sense to always listen to the entire regulated sector and all those interested in expressing their opinions on the matter. In this Friday’s hearing, we will present the proposed regulatory agenda to provide predictability and legal certainty. For its development, we have chosen to invite society to comment on the topics and their timeline,” said the Secretary of Prizes and Betting at the Ministry of Finance, Regis Dudena.

The first phase of fixed-odds betting regulation was completed in 2024. With the regulated market taking effect on January 1, 2025, the process of implementing and evaluating the established rules has begun, setting the stage for the second phase of the regulatory agenda.
