Brazil: Espírito Santo Strengthens Action on Gambling Over-Indebtedness

The two institutions signed a Technical Co-operation Agreement designed to connect consumer guidance, out-of-court negotiation and legal assistance for people unable to meet their financial obligations without compromising the resources required for basic living costs.

MPES and Public Defender Co-operation

The agreement links the Public Prosecutor’s existing extrajudicial work with legal assistance delivered by the Public Defender’s Office.

The model is intended to create a more coordinated support network capable of:

Online Betting Enters the Discussion

The agreement was signed during the event “Over-Indebtedness in Focus: Financial Education, the Impact of Online Betting and Fraud”, held in Vitória.

Consumer Protection Focus

The event was organised by the Over-Indebted Consumer Assistance Unit, NAS, and the Consumer Rights Operational Support Centre, CADC, with institutional training support.

The proposal includes a specific warning for bets carrying a loss probability above 80%.

However, they argue that protection could go further by presenting specific risk information at wager level.
