Mendoza, San Juan and San Luis to Share Gambling Self-Exclusion Registers

Argentina.- 5 November 2026 | www.zonadeazar.com The Argentine provinces of Mendoza, San Juan and San Luis have signed an interprovincial agreement to integrate their gambling self-exclusion registers, strengthening consumer protection and efforts to prevent gambling-related harm.

The agreement will allow individuals who voluntarily exclude themselves from gambling in one province to have their restrictions recognised across the other two jurisdictions.

The initiative will cover both land-based casinos and licensed online gambling platforms, with implementation required within a maximum of 120 days.

A Pioneering Agreement in Argentina

The agreement represents Argentina’s first interprovincial coordination initiative of this kind.

Until now, gambling self-exclusion registers have generally operated within individual provincial boundaries.

This arrangement meant that someone excluded from gambling in Mendoza could potentially access gaming establishments in neighbouring San Juan or San Luis.

Under the new system, voluntary restrictions will be recognised across all three jurisdictions once implementation is complete.

Participating Gambling Regulators

The agreement was signed in Mendoza by representatives of the three provincial gambling authorities:

  • Ida Magdalena López: President of Mendoza’s Provincial Institute of Games and Casinos (IPJyC).
  • Juan Pablo Medina: President of San Juan’s Caja de Acción Social (CAS).
  • Héctor Rodolfo Mazzina: Director of San Luis’s Caja Social y Financiera.

The regulators will work together to establish the procedures needed for information sharing and coordinated player protection.

The initiative does not change each province’s individual authority to regulate its gambling market.

Land-Based Casinos and Online Gambling Included

One of the agreement’s main developments is its coverage of both physical and digital gambling.

Restrictions will apply to:

  • Authorised casinos and gaming venues.
  • Licensed online gambling platforms.
  • Other establishments covered by provincial self-exclusion arrangements.

The objective is to prevent individuals from circumventing restrictions by travelling to another province or accessing gambling services authorised in a neighbouring jurisdiction.

Authorities Have 120 Days to Implement the System

The regulators have established a maximum implementation period of 120 days from the agreement’s signing.

During this period, the provinces must integrate their registers and establish secure information-sharing procedures.

They must also coordinate the processes through which licensed operators identify and enforce applicable restrictions.

The shared system remains under development and should not be considered fully operational until the participating regulators complete implementation.

Existing Self-Excluded Players Can Join Voluntarily

The agreement also addresses individuals already registered under provincial self-exclusion programmes.

These participants will be able to voluntarily extend their existing restrictions to the regional system.

This approach expands available protection without assuming that previous registrations automatically authorise the sharing of personal information across provincial boundaries.

New applicants will be able to request restrictions covering all three provinces once the system becomes operational.

Juan Pablo Medina Highlights Regional Protection

Juan Pablo Medina, President of San Juan’s Caja de Acción Social, explained that the geographical proximity of the three provinces was a central reason for developing the agreement.

He noted that an individual restricted from gambling in Mendoza could previously travel to San Juan or San Luis to continue participating.

Cooperation between regulators will help overcome the territorial limitations of existing self-exclusion systems.

The initiative aims to provide broader protection for individuals seeking support in managing their gambling behaviour.

Mendoza Strengthens Responsible Gambling Measures

Ida Magdalena López, head of Mendoza’s gambling regulator, highlighted the pioneering nature of the agreement.

She explained that reciprocal recognition would extend the effectiveness of self-exclusion registers across all three provinces.

López also emphasised the work undertaken through Mendoza’s Responsible Gambling Programme.

Its initiatives include awareness campaigns, educational activities and multidisciplinary support for individuals experiencing gambling-related harm.

Agreement Could Expand to Other Provinces

The authorities have left open the possibility of additional jurisdictions joining the initiative.

Héctor Rodolfo Mazzina, representing San Luis, highlighted the benefits of extending the geographical reach of existing protection measures.

He also indicated that other provinces could participate in the future.

However, no additional jurisdictions have yet been confirmed.

Further expansion would require new agreements and appropriate technological coordination between regulators.

Industry Impact and Next Steps

The integration of self-exclusion registers represents an important development in gambling regulatory cooperation across Argentina.

The new system will address a central limitation of provincial self-exclusion programmes: the possibility of continuing to gamble in a neighbouring jurisdiction.

With a 120-day implementation period and planned coverage of both land-based casinos and online gambling platforms, Mendoza, San Juan and San Luis are establishing a pioneering interprovincial model for preventing gambling-related harm.

The next steps will focus on technological integration, secure data sharing and bringing the regional register into operation.
