Zona de Azar Brazil – Brazil: Proposal that Authorizes Casinos Will Not Be Voted This Semester by the Senate
Brazil.- June 24, 2024 www.zonadeazar.com Bill 2,234/2022, which seeks to legalize casinos, bingo and betting in Brazil, will not be voted on by the Senate Plenary this semester. This decision was taken after a meeting between party leaders and the president of the Senate, Rodrigo Pacheco.
The proposal, which has already been approved by the Constitution and Justice Committee (CCJ), will be analyzed by the Economic Affairs Committee (CAE) and will be debated in a special session in the Plenary.
The regulation of sports betting in Brazil promises to bring significant changes. With the new Law 14,790/23, both bettors and companies will have more security and clarity. Furthermore, legalization is expected to result in economic benefits, such as increased tax collection by the federal government, estimated at up to R$15 billion. The bill, originating in the Chamber of Deputies, proposes the legalization of bingos and casinos in Brazil. According to the text, the installation of casinos will be allowed in tourist centers, resorts and high-end hotels, in addition to places such as restaurants, bars and spaces for cultural events. Each state and the Federal District may have a casino, except São Paulo, which may have up to three, and Minas Gerais, Rio de Janeiro, Amazonas and Pará, which may have up to two each.

The project also includes the installation of casinos on sea and river vessels, with specific limits. To operate, each casino will need to prove a minimum share capital of 100 million reais, and the accreditation will be valid for 30 years, renewable for the same period. President Lula stated that he will sanction the proposal if approved in Congress, highlighting that he does not consider gambling a crime, but he is also not in favor of it.
