Brazil.- February 13, 2025 www.zonadeazar.com The Brazilian Betting and Prizes Secretariat (SPA) has launched a public consultation on the next phase of its regulatory agenda. The first phase of online betting control was completed in 2024, and the implementation and evaluation of the rules developed began with the official launch of the regulated market on January 1, 2025.

The initiative seeks to clarify which issues should be addressed in this next phase, thus including the population, companies in the sector, customers, and interested employees. The SPA emphasizes that its regulatory action is cyclical and requires continuous review for improvements and changes within its scope of authority.

In practice and regularly, regulation of the sector should be said as stated by the Secretary of Betting and Prizes Regis Dudena. He said: “We have created a framework of main rules, quite complete and essential for the start of the functioning of the regulated fixed-odds betting market, but regulation is cyclical; there are always points to be reviewed and improved”.

Based on the comments collected during the consultation, the final publication of the 2025-2026 Regulatory Agenda is scheduled for April 4. Including the regulation of corporate promotions, the Exclusive Instant Lottery (Lotex), and the collection of popular savings, other issues within the mandate of the SPA are also on the agenda.

The establishment of a national system for excluded and self-excluded bettors is among the main components of the new regulatory stage. The system seeks to identify those who voluntarily choose not to participate in bets or receive advertising messages on the subject, as well as athletes and SPA employees who are not authorized by law to bet.

In total, the regulatory plan presents 14 possible topics for analysis and debate.

Evaluation of SPA initiatives

Companies in the sector have already requested authorization 349 times, which led to the analysis of more than 45 thousand documents and the collection of R$ 2.1 billion in payments for authorization grants.

Since October, SPA-MF has requested Anatel, the National Telecommunications Agency, to block 11,555 unauthorized websites. In January alone, 75 inspections were carried out, 51 of which were related to digital influencers. By February, 22 inspections had already been carried out.

Allowing us to directly report profiles that are acting incorrectly. When we identify criminal offenses, we report them to the competent authorities so that they can initiate criminal proceedings,” he explained.

The SPA claims in this legislation to want to guarantee society participation and the establishment of more efficient criteria by means of more openness, safety, and technology-driven suitability of the betting business.
