Portugal Reshapes Casino Map With New Concessions

Overview
The Gaming Regulation and Inspection Service (SRIJ), alongside Turismo de Portugal and the Ministry of Economy, has finalised one of the largest land-based gaming concession processes in decades. The new framework expands Portugal’s physical casino network from 11 to 14 authorised venues.
The operation not only determines who will control some of Portugal’s most valuable gaming assets, but also strengthens a model focused on maximising tax revenues, boosting tourism and modernising the country’s entertainment industry.

The new concession model establishes 15-year contracts and is expected to generate more than €1 billion in public revenue during the concession period, alongside approximately €100.6 million in upfront payments.
Operators were evaluated through a weighted system prioritising:
- contributions above gross gaming revenue (GGR),
- fixed annual payments,
- and guaranteed variable contributions.
Solverde emerged as one of the biggest winners by retaining the Algarve and Espinho concessions, strengthening its position as Portugal’s leading land-based casino operator. The Algarve package includes strategic gaming assets in Vilamoura, Monte Gordo and Praia da Rocha, areas closely linked to international tourism.
However, one of the most significant developments is the arrival of France’s Groupe Lucien Barrière into the Portuguese market. The company secured the Póvoa de Varzim concession, ending decades of near-exclusive dominance by domestic operators.
The historic Casino Póvoa de Varzim, opened in 1934 near Porto, will now be operated by Barrière, which plans to invest heavily in infrastructure, hospitality and live entertainment programming.

The restructuring of Portugal’s casino map aims to transform land-based venues into integrated tourism and entertainment hubs. Authorities want casinos to evolve beyond gambling spaces into cultural, gastronomic and hospitality destinations.
The arrival of international operators also increases competition within the Portuguese market and accelerates technological and commercial modernisation across Europe’s land-based gaming industry.
