Chile Takes Illegal Casino Network To Trial
Chile.– 27 May 2026 – www.zonadeazar.com Chile’s Public Prosecutor’s Office has formally charged a network accused of operating illegal casinos in Concepción and is seeking prison sentences of up to 25 years for the main defendants.
Overview
The Public Ministry is moving the case towards oral trial following a three-year investigation linked to the operation of five illegal casinos in the Biobío region. The case has become one of the country’s largest recent legal actions against illegal gambling.
The proceedings involve charges of criminal association, money laundering, illegal trade and unlawful gambling operations. The preliminary trial hearing has been scheduled for 22 June at the Concepción Guarantee Court.
Details / Context
The investigation began after a major operation carried out in September 2024 by Chile’s Investigative Police (PDI) and prosecutors across seven regions. Authorities seized approximately 1,500 gaming machines and arrested 19 individuals during the raids.
Prosecutors ultimately decided to bring 10 defendants to trial. The harshest sentence request targets Marlo Alarcón Opazo, identified as the alleged leader of the organisation, who faces up to 25 years in prison. According to the investigation, the network allegedly moved around CLP12.5bn between 2020 and 2023 through multiple commercial entities.
Prosecutor Pamela Lillo argues that sufficient evidence exists to support charges linked to organised crime, illegal casinos, clandestine trade and money laundering. The Municipality of Concepción welcomed the progress of the investigation and highlighted the institutional importance of the trial.
One of the key issues in the proceedings will be determining whether the seized machines should legally be classified as gambling devices or skill-based entertainment terminals, a debate that has generated controversy in Chile for years.
Impact
The trial could become a major legal precedent for the regulation and prosecution of illegal gambling in Chile. The judicial outcome may directly influence future enforcement actions against slot machines, clandestine venues and unauthorised gaming operations across the country.
The case also places renewed focus on the legal distinction between games of chance and games of skill, one of the historic debates within Chile’s gaming and entertainment industry.
Future Outlook
Chile continues tightening its stance against illegal gambling while the country debates reforms aimed at modernising its betting and gaming regulatory framework. The progress of this judicial case may accelerate new enforcement measures and redefine technical standards for slot machines and unauthorised land-based operations.
