Sweden Upholds Videoslots Fine and Overturns LeoVegas Sanction

Sweden.- June 17, 2026 www.zonadeazar.com A Swedish Administrative Court has confirmed a SEK12 million fine against Videoslots for failing to meet its duty-of-care obligations, while overturning a SEK8 million sanction previously imposed on LeoVegas.

The Swedish Administrative Court issued rulings in two separate cases involving alleged responsible gambling shortcomings identified by the Swedish Gambling Authority (Spelinspektionen).

In the Videoslots case, the regulator reviewed measures applied to 12 players between January 1 and March 31, 2024. Following its assessment, it concluded that all players examined had engaged in excessive gambling.

Videoslots argued that the regulator’s analysis was overly broad and that each case should have been assessed individually. The operator also maintained that no sufficiently detailed regulations exist defining the exact scope of duty-of-care obligations for licensed operators.

Court Confirms Videoslots Penalty

The court found that the players over the age of 24 included in the review had incurred losses well above the thresholds requiring intervention under Swedish gambling regulations.

According to the ruling, all customers examined displayed gambling patterns that should have triggered enhanced responsible gambling measures.

Videoslots stated that it had implemented various safeguards, including pop-up messages, emails, telephone calls, weekly internal reviews and mandatory net-loss limits for players aged between 18 and 24.

However, the court concluded that these actions were insufficient. In one case, a customer lost SEK360,000 in January 2024 and a further SEK120,000 in February. Despite being identified as at risk and despite internal recognition that intervention was necessary, no effective action was taken during the review period.

As a result, the court upheld the SEK12 million fine imposed by Spelinspektionen.

LeoVegas Successfully Appeals Fine

In a separate ruling, the Administrative Court annulled the SEK8 million sanction imposed on LeoVegas.

The case also concerned duty-of-care obligations and whether responsible gambling measures had been implemented quickly enough. While the court agreed that the three players involved displayed signs of excessive gambling, it found that LeoVegas had responded relatively promptly through automated messages, ongoing follow-ups and account suspensions when necessary.

Although the court noted that some measures could have been taken earlier, it determined that the circumstances did not amount to a sufficiently clear breach of the Gambling Act to justify regulatory intervention.

Recent Court Decisions in Sweden

The rulings add to a growing list of Administrative Court decisions involving gambling operators in Sweden.

In October 2025, the court reduced a penalty imposed on ATG relating to anti-money laundering and counter-terrorist financing obligations.

In June 2025, it also overturned a SEK100 million fine imposed on Svenska Spel, citing a lack of clarity in the regulator’s duty-of-care framework.

These decisions continue to shape the debate around player protection standards and regulatory enforcement within the Swedish gambling market.
