Paraguay Extends Lottery Concession Until September

(TDP S.A.) to continue operating while the country’s new concession model is implemented.

The extension was approved through Decree No. 6278, temporarily maintaining TDP S.A. as the sole authorised Quiniela operator across Paraguay until the end of September.
The measure follows delays in implementing the new operating model introduced after Conajzar awarded two five-year concessions in April to TDP S.A. and the consortium formed by Daruma Sam S.A., Caproni S.A. and Dataforge S.A.
According to the Government, the extension will ensure uninterrupted lottery operations, protect state revenue and help prevent the expansion of illegal lottery activities during the transition period.
Industry Context
The extension comes as Paraguay continues implementing sweeping reforms to its gaming sector, replacing the historic single-operator model with a multi-license framework. Until the transition is completed, TDP S.A. will remain the country’s only authorised Quiniela operator.

“The extension until 30 September 2026 is considered reasonable to prevent disruption, avoid the expansion of illegal lottery operations and ensure the State continues to receive concession revenue.”
