Brazil: Rio de Janeiro Bans Betting Advertising in Public Spaces

The measure aims to reduce public exposure to gambling advertising, particularly among children and adolescents, reinforcing Brazil’s growing focus on responsible gambling policies.
General View
Through Decree No. 58,274, signed by Mayor Eduardo Cavaliere, the city has prohibited the display of advertising for fixed-odds betting operators and online gaming platforms in public areas and in locations subject to municipal authorisation, licences, concessions or permits.
Scope of the Ban
The regulation covers trademarks, company names, digital platforms, websites, mobile applications, promotional campaigns, bonuses, prizes, logos, mascots, slogans and any other elements identifying licensed betting operators. It also applies to advertising campaigns and events organised, sponsored or contracted by the municipal administration.
Implementation
Companies have a maximum, non-extendable period of 10 days to remove existing advertisements and comply with the new rules. After this deadline, offenders may face fines, as well as the suspension or revocation of municipal licences and permits. Oversight will be carried out by the Licensing and Oversight Coordination Office (CLF).
Context
The decision comes as Brazil continues to strengthen its regulatory framework for betting advertising and responsible gambling, following a series of federal and local initiatives aimed at increasing consumer protection within the country’s regulated gaming market.
