São Paulo Moves to Ban Betting Advertising

Brazil.- 16 July 2026 www.zonadeazar.com  São Paulo Mayor Ricardo Nunes has confirmed that he will approve legislation banning outdoor advertising by betting platforms as soon as it passes the City Council.

The city of São Paulo is moving towards banning sports betting advertising in public spaces and outdoor media under municipal control.

Mayor Ricardo Nunes (MDB) has expressed his support for Bill 560/2025, introduced by councillor João Jorge (MDB), and said he would sign it into law on the same day it is approved by councillors.

Scope of the proposal

The bill restricts betting advertising across São Paulo’s urban landscape without interfering with the operation of betting companies, which falls under federal jurisdiction.

The proposal has already received a favourable opinion from the City Council’s Constitution and Justice Committee.

It establishes a fine of R$50,000 for each recorded infringement. Repeat offenders could also face the suspension of their operating licence for up to 30 days and a ban on holding sporting events in the city for up to two years.

Legislative process

The proposal has been attached to Bill 553/2025, introduced by councillor Adrilles Jorge of União, meaning the two measures will now be considered together.

A plenary vote is expected after the parliamentary recess, when ordinary sessions resume in early August.

Measures in other cities

São Paulo would join Rio de Janeiro and Belo Horizonte in imposing restrictions on betting advertising.

In Rio, the ban covers outdoor advertising, street furniture and other spaces whose commercial use depends on municipal authorisation, licensing, permission or concession.

Belo Horizonte has also prohibited betting advertisements on street furniture, municipal properties and at events organised by public authorities.

The initiatives reflect growing municipal restrictions on the visibility of betting brands in public spaces across Brazil.
