UAE Builds a Tourism-Focused Regulated Gaming Market

Wynn Al Marjan Island will provide the first major test of a model designed to complement the country’s tourism industry without becoming dependent on casino revenue.
The country is establishing its regulatory framework before the market reaches maturity, with the aim of integrating commercial gaming into a broader luxury tourism, hospitality and entertainment offering.
According to specialist gaming lawyer Sofia Linhares, the UAE’s approach could become a new international model by combining strict regulation with tourism-led development.
Wynn Al Marjan Island: The First Major Test
Wynn Al Marjan Island, currently under construction in Ras Al Khaimah, will be the first large-scale development to test how this model operates in practice.
The resort will be operated by a joint venture involving Wynn Resorts, Marjan and RAK Hospitality Holding. The entity received the UAE’s first commercial gaming facility operator licence following an extensive review by the General Commercial Gaming Regulatory Authority.
The resort will feature 1,530 rooms and suites, together with 22 private villas located beside a newly designed marina. Its opening is scheduled for 2027.
Regulation, Transparency and Control
The General Commercial Gaming Regulatory Authority establishes the sector’s policies and regulations, monitors licensee compliance and oversees measures intended to prevent financial crime.
The regulator warns that conducting or facilitating commercial gaming without a valid licence is illegal and may result in severe penalties. Wynn Al Marjan is officially listed as the country’s first licensed land-based gaming facility.
The strategy demonstrates that the UAE intends to proceed gradually by establishing the necessary controls first and positioning gaming as a complementary activity within its established tourism economy.
Wynn Al Marjan Island’s performance will be crucial in determining whether the country can successfully integrate gaming, hospitality and entertainment while maintaining high regulatory standards and avoiding dependence on casino revenue.
