Regional Games Contribute COP 2.56tn to Healthcare

The funds were generated by regional lotteries, permanent-number games known as chance, and the Raspa&Listo instant-win product. The results were presented during the General Assembly of the Colombian Federation of Lotteries.

Colombia’s 15 regional lotteries contributed more than COP 1.05 trillion, while permanent-number games transferred approximately COP 1.33 trillion during the period.
The products also generated substantial commercial activity. Accumulated lottery sales reached COP 2.9 trillion, while permanent-game sales exceeded COP 10.6 trillion.
Revenue generated by these products is directed towards healthcare financing, meaning that growth within the authorised market has a direct impact on the resources available for public medical services.
Industry Context
Coljuegos attributed the results to regulatory improvements, sector modernisation and stronger action against illegal gambling.
The regulator has signed more than 40 legality agreements with lottery and chance concessionaires. These arrangements seek to coordinate enforcement against organisations operating games without authorisation and to protect the regulated industry across Colombia’s 32 departments.
Alongside the National Council for Games of Chance, Coljuegos has also worked on updating regulations, strengthening control and transparency mechanisms, promoting responsible gambling and introducing new technical standards for draws.

Coljuegos President Marco Emilio Hincapié said the growth of regional gaming products had produced additional healthcare funding for Colombia’s most vulnerable citizens.
He also highlighted that cooperation between the national government, regulators and lottery organisations had strengthened an industry that supports employment, regional development and public financing.
Next Steps or Impact
Coljuegos is developing new regulatory projects to modernise the lottery framework. Proposed measures include the introduction of Random Number Generator technology, permission for digitally transmitted draws and exceptional mechanisms designed to protect the financial stability of lottery organisations.
Modernisation could expand distribution channels and attract new audiences, although it will require technical controls, transaction traceability and responsible-gambling measures adapted to digital environments.
Future growth in healthcare transfers will also depend on the authorities’ ability to reduce illegal supply and direct a greater share of gambling expenditure towards authorised operators.
