Brazil Removes 937 Profiles over Unlawful Betting Advertising

Of this total, 803 profiles promoted illegal platforms, while the remaining 134 published content that violated regulated-market rules. Enforcement activity also resulted in three fines against authorised operators totalling almost BRL 4 million.

The Secretariat of Prizes and Betting opened 86 monitoring proceedings concerning digital influencers and advertising distributed through electronic media within the licensed market.
Five cases progressed to formal administrative enforcement, with three already concluding in financial penalties. The investigations include two cases involving betting-company logos displayed on sports kits worn by children.
The monitoring activity is intended to ensure that operators and their advertising partners comply with requirements covering commercial identification, transparency, the protection of minors and warnings about gambling-related risks.
Industry Context
Although the authorities have removed more than 50,000 web pages linked to illegal betting since 2025, unauthorised operators retain a considerable ability to reappear through new domains, social-media accounts and messaging services.
During 2026, the Ministry also secured the removal of 243 illegal betting applications from the Google and Apple stores. Promotions for unlawful platforms continue to circulate through channels including Instagram, WhatsApp and Telegram.
Only authorised operators may advertise sports betting and online casino products in Brazil. Licensed companies must pay BRL 30 million for federal approval and comply with tax, technical, advertising and player-protection requirements.

The Ministry of Finance said the results demonstrated the effectiveness of measures adopted to remove, disable and restrict access to content and services operating in breach of applicable regulations.
Next Steps or Impact
The Secretariat is conducting 46 enforcement proceedings specifically related to the protection of children and adolescents. Most of the alleged violations concern betting markets offered on youth competitions, including the Copa São Paulo de Futebol Júnior.
The authority has also opened 102 proceedings involving 48 operators to examine potential failures concerning self-exclusion, prevention of underage participation, player protection and responses to gambling-related harm.
Brazil’s updated advertising rules extend responsibility across operators, influencers, media businesses, digital platforms and agencies. They also require visible warnings concerning addiction, financial losses and the fact that betting is not an investment.
Continued monitoring will be essential to reducing the promotion of illegal operators and increasing compliance among authorised businesses.
