Brazil Looks Towards Betting Market Maturity

A survey of 56 industry executives shows that optimism remains present, while also revealing concerns regarding advertising restrictions, taxation changes and the balance between player protection and commercial viability.

Only 13.7% of the executives surveyed described themselves as highly confident in Brazil’s regulatory framework, while 43.1% said they were somewhat confident. The remaining 37% expressed some level of concern.

Regulatory clarity was identified as the most important factor for the market’s future success by 46.8% of respondents, ahead of local expertise, brand differentiation and the implementation of responsible gambling policies.

The balance between player protection and commercial sustainability received an average score of 3.12 out of five. The result reflects a mixed perception of the measures introduced and their impact on operating costs and investment capacity.

Industry Context

Advertising restrictions represent another significant challenge. A total of 48.9% of respondents believe that the current rules could become a major obstacle to long-term market growth.

The proposals under discussion include further limitations on the participation of athletes, celebrities and influencers in betting campaigns, alongside tighter controls over where, when and how gambling advertisements can appear.

Despite these conditions, 71.7% of the companies surveyed continue to expand their Brazilian operations. Half described their strategy as cautious expansion, while 21.7% said they were pursuing aggressive growth.

Affiliates are the leading customer acquisition channel, representing 26.1%, followed by paid digital media, content and media, and integration with retail operations, each accounting for 19.6%.

Next Steps or Impact

A total of 68.2% of executives expect Brazil to become a mature regulated market within the next two to five years. However, 11.4% believe the sector may never reach full maturity.

The average optimism score was 3.26 out of five, indicating a moderately positive outlook that remains dependent on regulatory stability, fiscal predictability and the ability of companies to achieve sustainable growth.

The development of taxation policies, advertising restrictions and player protection regulations will be decisive for future investment and the consolidation of the Brazilian market.
