During his absence, the regulatory authority was led by Roxana Carolina del Río Villalba.

His reinstatement was formalised through Decree No. 6,462, signed by Paraguayan President Santiago Peña and dated 31 July 2026.

The decision ended the special unpaid leave granted to Liseras under Decree No. 5,842 of 22 April.

He had requested the leave to temporarily assume a seat in Paraguay’s Chamber of Senators.

Liseras returns amid ongoing debate surrounding gambling regulation, the protection of minors and enforcement against illegal operations in Paraguay.
