Google Tightens Rules for Gambling Advertisers

United States.- 16 September 2026 | www.zonadeazar.com Google has introduced tougher requirements for businesses seeking to advertise gambling and gaming products through Google Ads, extending previously introduced eligibility and compliance standards across all categories covered by its Gambling and Games policy.

From 14 September 2026, every account seeking certification must demonstrate good policy health.

The change affects online gambling operators, gambling-promoting content, certain online games and other categories requiring Google certification.

Good Policy Health Becomes Mandatory

The most important change is that certification now depends on more than simply holding the appropriate local gaming licence.

Google will also assess the advertiser’s previous compliance record.

Accounts must maintain a satisfactory history under Google Ads policies in order to obtain and retain gambling certification.

Repeat Violations Carry Greater Consequences

Google has strengthened its response to repeated gambling-policy breaches.

Accounts with persistent compliance issues may lose eligibility to obtain new certificates.

Advertising-policy history therefore becomes a material operating consideration for licensed gambling businesses.

Manager Accounts Are Also Affected

The rules specifically apply to Manager Accounts, or MCCs, commonly used by international groups and agencies to manage multiple advertising accounts.

MCCs that experience repeated online gambling certificate revocations may lose eligibility to apply for further certifications.

Google may also take action where accounts managed by the same MCC are repeatedly flagged for gambling violations while using certification.

Existing Certifications Can Be Revoked

The risk is not limited to future applications.

Google may also withdraw certificates already in place where repeated violations are identified.

International operators therefore need to monitor both individual accounts and the wider compliance record of their account-management structure.

Advertisers Must Control Their Domains

Google has reiterated that the domain used for certification must be directly owned and controlled by the advertising business.

The requirement is intended to reduce opaque arrangements where the certified advertiser does not genuinely control the destination being promoted.

Free Subdomains Are Ineligible

Websites hosted on free-of-charge subdomains cannot obtain gambling certification.

Advertisers are expected to operate through their own identifiable web infrastructure.

The rule may particularly affect temporary landing pages and less established affiliate operations.

Unrelated Domains Cannot Be Used

Google has also clarified that domains unrelated to gambling are independently ineligible for certification.

Businesses cannot use a generic or unrelated website simply as a vehicle for gaining access to gambling advertising.

The destination must genuinely correspond with the activity being promoted.

Local Licensing Still Applies

The new compliance requirements supplement rather than replace existing regulatory standards.

Where local law requires a gambling licence, advertisers must hold valid authorisation in the country they wish to target.

Google only permits gambling advertising in approved jurisdictions.

Responsible Gambling Information Remains Mandatory

Landing pages must continue to display responsible-gambling information.

Gambling advertising must also never be targeted at minors.

These conditions remain central to Google’s certification framework.

Different Rules Apply by Category

Google distinguishes between several product groups, including:

  • Online gambling.
  • Gambling-promoting content.
  • Offline gambling.
  • Online non-casino games.
  • Social casino games.

Country-specific certification requirements can also apply.

Social Casino Application Changes

From September 2026, new applications to advertise social casino games are no longer handled through the traditional Google Ads Help Center.

They must instead be submitted directly through the advertiser’s Google Ads account.

Existing applications are unaffected.

Broader 2026 Certification Overhaul

The latest measure forms part of a wider overhaul during 2026.

From 26 August, Google introduced revised certification forms and standards for online gambling jurisdictions, certain non-casino online games and social casino products.

Extending the good-policy-health requirement to all categories represents another stage of that process.

Prediction Markets Included in Sensitive Gambling Rules

Google also classifies prediction markets as gambling-related content for parts of its personalised-advertising framework.

The classification illustrates how event contracts and newer hybrid products are also forcing technology platforms to refine their advertising rules.

Impact on Operators

For sportsbooks and online casinos, the policy increases the importance of consistent advertising compliance.

A policy breach may no longer affect only an individual campaign.

A poor history can jeopardise future access to Google Ads acquisition.

Impact on Affiliates and Agencies

Affiliates and agencies face additional exposure through the MCC rules.

Where one Manager Account handles multiple clients, repeated breaches across managed accounts may create wider certification consequences.

Businesses will need stronger checks covering:

  • Licensing.
  • Geotargeting.
  • Landing pages.
  • Promotional claims.
  • Bonuses.
  • Age restrictions.
  • Domain ownership.

Advertising Compliance Becomes Infrastructure

For international operators, Google Ads compliance increasingly resembles other forms of regulatory infrastructure.

Marketing, legal and compliance teams will need closer co-ordination.

Repeated campaign errors can create long-term commercial consequences rather than short-lived ad disapprovals.

Industry Context

The update comes as gambling advertising faces growing scrutiny in multiple regulated markets.

Authorities across Europe and Latin America are tightening controls around promotions, affiliates, minors and unauthorised operators.

Google is also seeking to reduce its exposure to campaigns that breach local law or rely on difficult-to-verify corporate structures.

The result is a certification model in which one-time approval is no longer enough: advertisers are expected to demonstrate continued compliance over time.

Next Steps and Impact

The new requirements have been in force since 14 September 2026.

Operators, affiliates and agencies using Google Ads should now review not only current licences and campaigns but also account structures and the compliance history of the MCCs through which their advertising is managed.

Repeated certificate revocations may result in loss of eligibility for new certification and, in some circumstances, withdrawal of existing approval.

Google is also demanding greater transparency around web infrastructure by rejecting free subdomains, unrelated websites and domains not directly controlled by the applicant.

The change reinforces a wider trend in player acquisition: compliance no longer determines only whether a gambling company can satisfy its regulator, but increasingly whether it can access the world’s largest digital advertising platforms at all.
