Loterias CAIXA Marks 64 Years and Enters New Corporate Phase
Brazil.- 16 September 2026 | www.zonadeazar.com Loterias CAIXA is marking 64 years of operations on 15 September as Brazil‘s federal lottery business undergoes one of its most significant structural transformations since moving into public administration.
The anniversary coincides with the progressive transfer of lottery operations to CAIXA Loterias S.A., a wholly owned Caixa Econômica Federal subsidiary created to centralise management of the federal lottery business.
First Draw on 15 September 1962
The anniversary marks the first lottery draw conducted under the new state-controlled structure.
On 15 September 1962, a Federal Lottery ticket carrying a top prize of 15 million cruzeiros was drawn in Rio de Janeiro.
The event marked the beginning of what would become one of Brazil‘s largest lottery operations.
From Private Concession to Public Control
Before nationalisation, the Federal Lottery had operated through a private concession.
The transition began in 1961, when the Federal Government terminated that arrangement and transferred administration to the federal savings banks.
In 1962, the Government formally placed responsibility for managing, operating and commercialising federal lottery games with CAIXA.
The First Winning Numbers
The five leading prizes in the inaugural 1962 draw went to:
That draw formally began an operating history that continues more than six decades later.
Social Contributions at the Heart of the Model
Since moving into public administration, Brazil‘s federal lotteries have served a role extending beyond entertainment.
A significant proportion of lottery proceeds is legally allocated to public programmes and social priorities.
Beneficiary areas include:
- Health.
- Education.
- Public security.
- Sport.
- Culture.
- Social development.
These transfers remain one of the core institutional purposes of Loterias CAIXA.
Almost Half of Proceeds Support Public Purposes
Taking the different statutory allocations and income tax on prizes into account, close to half of lottery revenue ultimately supports public-sector programmes.
That structure differentiates the federal lottery business from a conventional commercial gaming operation.
Creation of CAIXA Loterias S.A.
The next major structural step came with the creation of CAIXA Loterias S.A.
The company was incorporated in January 2016 as a wholly owned subsidiary of Caixa Econômica Federal.
Its principal purpose is to administer federal lottery services in accordance with Brazilian law.
Operational Phase Began in 2024
Although the subsidiary has existed since 2016, its effective operational phase began in 2024.
CAIXA approved a migration plan intended to transfer processes, products and operational flows progressively from the parent bank into the dedicated lottery company.
Migration Conducted in Stages
The transition was designed to avoid disruption.
The first phase focused largely on electronic-channel activities.
Further stages transferred individual lottery products to the subsidiary.
During 2025, products including Mega-Sena, Quina, Lotomania, Lotofácil and Dupla Sena were progressively incorporated into the new operating structure.
Completion Targeted for 2026
The restructuring process is intended to complete the transfer of the federal lottery business during 2026.
CAIXA Loterias S.A. will therefore assume an increasingly central operational and administrative role.
For customers, however, the transition is designed to maintain service continuity.
Public Ownership Remains
The restructuring does not constitute privatisation.
CAIXA Loterias S.A. remains wholly owned by Caixa Econômica Federal.
Control of the federal lottery operation therefore stays within the public banking group.
Retail Lottery Network Remains Strategic
Brazil‘s extensive lottery-shop network continues to play a central role.
Physical outlets remain important for:
- Ticket sales.
- Prize payments.
- Customer service.
- Nationwide product distribution.
They operate alongside digital channels including the Loterias CAIXA portal and mobile application.
Digitalisation Drives Change
Growth in digital consumption has accelerated the need to modernise the lottery operation.
Customers can increasingly place bets through electronic channels while CAIXA upgrades technology, data systems and security.
The dedicated subsidiary is intended to provide greater specialisation in this increasingly digital environment.
Responsible Gambling and Security
CAIXA Loterias also maintains programmes focused on responsible gambling and information security.
The organisation holds international certifications in both areas and continues to develop safeguards around transparency, prevention and player protection.
Technology modernisation will need to progress alongside those controls.
Fixed-Odds Betting Project
CAIXA Loterias previously obtained federal authorisation to offer fixed-odds betting and online gaming through the BETCAIXA, MEGABET and XBET CAIXA brands.
The planned launch of its own betting platform was subsequently suspended.
The immediate focus has therefore returned to managing and modernising the traditional and digital federal lottery portfolio.
Lotofácil da Independência Marks the Anniversary
The 64th anniversary also coincides with one of the most important special lottery draws of the year.
The 2026 Lotofácil da Independência is scheduled for 15 September with an estimated top prize of R$300 million.
The special draw adds further symbolic weight to the anniversary date.
Industry Context
Brazil‘s gaming market is going through a period of rapid transformation.
Federal online betting regulation, greater digital adoption and new technologies have changed the competitive environment surrounding public lotteries.
CAIXA has responded by developing a specialised corporate structure designed to centralise operations and accelerate modernisation.
Next Steps and Impact
Completion of the migration to CAIXA Loterias S.A. will open a new chapter for an operation formally launched on 15 September 1962.
The challenge will be to combine three longstanding features of the Brazilian model — public ownership, social transfers and national reach — with the demands of a rapidly digitalising market.
Sixty-four years after its first draw, Loterias CAIXA is therefore entering a new institutional phase while seeking to preserve its historic public role.
