Paraguay: Conajzar awards quiniela to two operators
Paraguay.– 21 April 2026 – www.zonadeazar.com Paraguay’s National Gaming Commission (Conajzar) announced that it has awarded two new concessionaires the operation of the gambling game known as Quiniela across the entire national territory, within the framework of Public Tender No. 01/2025, launched in November last year.
Through Resolution No. 47/2026, the regulator decided to award the concessions to two bidders:
- A consortium made up of DARUMA SAM S.A., CAPRONI S.A. and DATAFORGE S.A.
- Technologies Development of Paraguay S.A. (TDP S.A.)
According to Conajzar, both proposals meet the requirements set out in the Terms and Conditions, demonstrating the legal, technical and financial capacity required to operate the game.
The body also stated that the bidding process for the quiniela concession was carried out in strict compliance with the principles of legality, transparency, equality and free competition.
The decision was made on Friday, April 17, during an ordinary session attended by all members of Conajzar, including representatives from the Ministry of the Interior, the Directorate of Charity and Social Assistance (DIBEN), municipalities, and regional governments, and chaired by the representative of the National Directorate of Tax Revenues (DNIT).
It should be noted that, following the enactment of Law No. 7438 in January last year, the monopoly on quiniela and sports betting operations was eliminated, allowing licences to be awarded to more than one company.
Finally, Conajzar recalled that revenues from gambling activities are allocated to funding public health, education and social welfare programmes for the most vulnerable sectors of the country.
