Brasil: Olímpia Targets R$2 Billion Integrated Casino Resort

The municipality has launched a Competitive Dialogue public notice to attract national and international investors interested in developing an integrated resort valued at up to R$2 billion.
The initiative seeks to prepare the city for a potential regulated land-based casino market in Brazil.
Details / Context
The project follows the international integrated resort model adopted in destinations such as Singapore, combining luxury hotels, gastronomy, convention centres, retail and entertainment within a single tourism complex.
However, any future casino operation still depends on the approval of Bill 2.234/2022, which remains under discussion in the Brazilian Senate.
Local authorities believe cities that prepare in advance for regulation will gain a competitive advantage in attracting major international investments linked to tourism and entertainment.
Impact
The municipality selected the “Competitive Dialogue” model established under Federal Law 14.133/2021 for highly complex projects. The mechanism allows public authorities to engage with potential investors before defining the legal, technical and financial structure of the development.
Interested companies may submit proposals until October 7, 2026.
Tourism currently represents approximately 65% of Olímpia’s local economy. The city welcomes around five million visitors annually and offers nearly 34,000 hotel beds, making it one of São Paulo state’s leading tourism destinations.
Future Perspective
Olímpia is also advancing the development of its future International Airport, expected to open in 2027 with an estimated capacity of up to one million passengers per year.
Alongside internationally recognised attractions such as Thermas dos Laranjais and Hot Beach Olímpia, the city aims to consolidate itself as a large-scale tourism destination combining hospitality, entertainment and potentially regulated gaming operations.
Olímpia’s initiative reflects how several Brazilian cities are already positioning themselves ahead of a possible casino regulation framework, anticipating a competitive race for international tourism and hospitality investments.
