Brazil Proposes Financial Education for Major Betting Winners

Brazil.- 24 July 2026 www.zonadeazar.com Federal deputy Amom Mandel, representing Republicanos in Amazonas, has introduced a bill proposing financial-education content for taxpayers declaring high levels of income from fixed-odds betting and similar activities.

The initiative would use Brazil’s income-tax filing system to provide preventive guidance on managing funds, avoiding debt and understanding gambling-related risks.

News Details

The proposal would cover individuals declaring annual betting winnings exceeding 20 times the personal income-tax exemption threshold, although the Executive would be permitted to establish a different qualifying amount.

Brazil’s Federal Revenue Service could integrate the educational material directly into its existing tax-return system, limiting implementation costs by using current infrastructure.

The content could address financial planning, the organisation of income and expenditure, asset diversification, responsible use of funds, gambling risks and measures for preventing over-indebtedness.

The bill would also allow the Government to establish partnerships with public and private institutions to develop the educational material.

Industry Context

The initiative would be exclusively educational. It would not create new tax obligations for taxpayers or introduce additional restrictions on betting activity.

Its central approach is to use the tax-declaration process to reach people who have received significant winnings and provide information on managing those funds responsibly.

The proposal forms part of Brazil’s wider debate surrounding preventive measures against indebtedness and compulsive behaviour within the federally regulated fixed-odds betting market.

Statements

Amom Mandel said that although betting is a lawful activity, insufficient guidance may contribute to poor financial decisions, increase the risk of debt and, in more sensitive cases, encourage compulsive gambling behaviour.

He said the measure was intended to work preventively by distributing accessible and qualified information without restricting economic freedom or imposing new requirements on bettors.

Next Steps or Impact

The bill must be considered by the relevant committees of the Chamber of Deputies before progressing to a vote in Brazil’s National Congress.

Should it be approved, the Executive would need to determine the final financial threshold, the format of the educational content and the conditions for integrating it into the Federal Revenue Service’s system.

The measure could establish a new connection between tax policy, financial education and gambling-harm prevention strategies.
