Riofrío explained that Ecuador has moved from a virtually unregulated market to one with a dedicated framework for online sports betting operators. Key changes include the introduction of a licensing regime, new personal data protection requirements and restrictions on influencers promoting unauthorised betting platforms.

However, he argued that the regulatory framework should have been established through dedicated legislation rather than secondary regulations, providing greater certainty for international investors.

The legal expert also criticised aspects of the new tax regime, particularly the requirement to report every individual player transaction and the annual licence fee of 655 unified basic salaries, which he believes creates an unnecessary barrier to market entry.
