Online Gambling Overtakes Pennsylvania Casinos for First Time

Combined iGaming and sports betting revenue reached approximately $3.60 billion, representing 51.3% of all regulated gaming revenue, compared with $3.35 billion from retail slot machines and table games.

The Pennsylvania Gaming Control Board (PGCB) reported record total regulated gaming revenue of $7.01 billion, up from $6.39 billion in the previous fiscal year. State tax collections also reached a new high of $3.10 billion.
Online casino remained the fastest-growing major vertical. iGaming revenue increased by 18.4% year on year to a record $2.93 billion. Since the market launched in 2019, annual revenue has risen from $240.9 million in Fiscal Year 2019/20 to almost $2.93 billion six years later, representing growth of approximately 1,118%.
Hollywood Casino at Penn National Race Course, whose licence hosts DraftKings Casino and BetMGM Casino, led the sector with $1.13 billion in revenue. Valley Forge Casino Resort, home to FanDuel Casino, ranked second with $811.8 million, followed by Rivers Casino Philadelphia with $464.3 million.
Industry Context
Sports betting also delivered a record fiscal year. Gross wagering revenue increased by 35.9% to $662.9 million, despite total handle falling from $8.72 billion to $8.45 billion.
Valley Forge Casino Resort led the segment with $272.6 million, followed by Hollywood Casino at the Meadows with $189.9 million. Hollywood Casino York recorded one of the largest percentage increases, with revenue rising 287.6% year on year, although from a smaller comparative base.
By contrast, land-based casino revenue remained broadly flat. Retail slot revenue increased by only 0.02% to $2.44 billion, while table-game revenue declined by 2.15% to $908.9 million, marking a fourth consecutive annual decrease.
Next Steps or Impact
The results consolidate Pennsylvania’s position as the largest regulated online casino market in the United States and indicate that the state’s next phase of gaming growth will be driven primarily by digital products.
The expansion of iGaming and sports betting is also likely to increase scrutiny of regulatory costs, operator competition and the potential effect of prediction markets on the state-regulated wagering ecosystem.
