SAGSE Paraguay Unveils Its 2026 Executive Agenda
Paraguay.- 28 July 2026 www.zonadeazar.com SAGSE Paraguay 2026 has unveiled the final programme for its Executive Day, scheduled for 5 August at Hotel Casino Acaray in Ciudad del Este.
Held under the SAGSE Summit / University format, the event will bring together operators, regulators, senior executives, specialists and institutional representatives to discuss regulation, compliance, security, technology, responsible gambling, sports betting and online gaming.

The programme will begin at 12.30pm with a VIP lunch sponsored by Apostala and Evolution. Institutional opening remarks will be delivered by SAGSE and Adriana Gorchs, acting president of APEJA.
Oscar Orué, national director of Paraguay’s National Directorate of Tax Revenue, will subsequently examine the sector’s current position, professionalisation, regulation and market development.
The central panel, entitled “Present and future of the Paraguayan market”, will feature representatives from CONAJZAR, Apostala, GLI, local operators and Evolution, alongside gaming lawyer Tomás García Botta.
Topics will include Law 7438/2025, the new regulatory framework, CONAJZAR’s role, market opening, sports betting, online casino, certification, technical standards, legal certainty and opportunities for Paraguayan operators.
Industry Context
The agenda includes a session on preventing the illegal promotion of gambling, with representatives from the Public Prosecutor’s Office.
It will also cover anti-money-laundering measures, operational traceability, due diligence, compliance obligations and cooperation between public authorities and private businesses.
The LUCA and NOVA+ technology solutions developed by Córdoba Lottery will be presented as tools for combating illegal online gambling and protecting minors through parental controls, cyber-protection and preventive mechanisms.
Additional sessions will address leadership in uncertain environments, fraud prevention, surveillance, asset protection and operational security for operators and management teams.

SAGSE officials said the programme consolidates the event’s position as an important academic, institutional and business meeting point for Paraguay’s regulated gaming industry.
Organisers highlighted that the 2026 edition takes place during a period of market transformation characterised by regulatory modernisation, increased international interest, omnichannel development and greater focus on preventing illegal gambling and protecting minors.
Next Steps or Impact
The Executive Day will conclude with a panel examining strategic challenges for Paraguay and the wider region, followed by diploma presentations and a networking reception sponsored by APEJA.
The programme is intended to encourage shared approaches among regulators, operators and suppliers regarding implementation of the new regulatory framework and the development of online gaming in Paraguay.
The participation of tax authorities, compliance specialists, technology companies and private-sector representatives will also support the identification of operational requirements and investment opportunities arising from the market’s opening and professionalisation.
