São Paulo Seeks Ban on Betting Advertising in Public Spaces

Mayor Ricardo Nunes has backed a municipal bill and indicated that he will sign it on the same day it receives approval from the City Council.

The proposal is contained in Bill 560/2025, introduced by councillor João Jorge and already supported by the Constitution and Justice Committee. It would prohibit betting operator advertisements across outdoor media in São Paulo.
The bill would not interfere with the operation of betting companies, which falls under federal jurisdiction. Instead, it would restrict commercial advertising within urban spaces controlled by the municipality.
Penalties could include fines and the suspension of licences for businesses that breach the rules. The proposal is expected to reach the municipal chamber after the parliamentary recess in early August.
Industry Context
The initiative follows action taken in Rio de Janeiro, where authorities prohibited outdoor betting advertising on streets, in public spaces and at privately operated locations subject to municipal authorisation. The restrictions cover street furniture, digital clocks, bus stops, taxis, shared bicycles and other city-managed assets.
Belo Horizonte has also introduced restrictions on betting advertisements in municipally controlled spaces and at public events. A Minas Gerais court separately ordered the removal of sportsbook advertising from the city’s buses.
Next Steps or Impact
Bill 560/2025 must still be debated and approved by the City Council before it can be signed by the mayor. If enacted, São Paulo will join a growing group of Brazilian municipalities seeking to reduce public exposure to betting advertising without interfering with the federal regulatory framework governing operators.
