Carlos Lima Appointed Executive President of IBJR
Executive joins IBJR with the mission of strengthening the regulated market as a tool for consumer protection, industry integrity and economic development.
São Paulo, June 9, 2026 – www.zonadeazar.com – The Brazilian Institute for Responsible Gaming (IBJR) has announced the appointment of Carlos Lima as its new Executive President. With extensive experience in Government Relations, Advocacy and public policy development, Lima takes over the leadership of the organisation at a decisive moment for the consolidation of Brazil’s regulated fixed-odds betting and online gaming market.
As head of the Institute, Carlos Lima will focus on strengthening technical and institutional dialogue with the Federal Government, the National Congress, regulatory authorities and civil society, contributing to the enhancement of the regulated environment and the recognition of licensed operators that comply with Brazilian legislation.
“The maturation of Brazil’s betting market requires an approach based on data, transparency, governance and legal certainty. The regulated environment is the primary tool for ensuring consumer protection, industry integrity and the sustainable development of the sector,” said Carlos Lima.
According to the new Executive President, regulation represents a fundamental milestone in distinguishing authorised and supervised operations from illegal platforms operating outside the law.
“Regulation should be understood as a seal of security for consumers. It establishes clear rules, protection mechanisms, responsible gaming policies and compliance obligations that simply do not exist in the illegal market. Strengthening the regulated market means protecting Brazilian citizens and creating conditions for investment, employment and tax revenues to remain within the country,” he added.
Throughout his professional career, Carlos Lima has led strategic initiatives involving institutional relations, corporate governance, regulatory compliance and sector regulation in industries of significant economic and social relevance. His experience includes facilitating cooperation between the public and private sectors on complex issues, always focused on building more transparent, predictable and sustainable regulatory environments.
André Gelfi, co-founder of IBJR and one of the leading figures behind Brazil’s regulatory process, will continue contributing to the organisation as a Board Member and Director, supporting the continuity of its institutional agenda and the strengthening of the regulated market alongside the other members of the board.
